Sarajevo cannot develop if the wealthy buy flats as a form of savings or investment, and cartels buy them to launder money, while those who live with their families in Sarajevo and contribute to this city cannot afford to buy or rent a flat. Cities do not live off real estate, but off people. We must start taxing owners of dozens of flats, or those who keep flats empty for years. Do you own three flats? Pay tax. Do you have an extra flat that you do not want to rent out? Pay tax.
