• Haaretz newspaper reported yesterday on the case of a 16-year-old Palestinian boy from Bethlehem, detained in Ofer Prison on suspicion of throwing objects, who was hospitalized in serious condition after his health deteriorated in custody. “The medical diagnosis found, broadly speaking, that he contracted scabies while in detention, and that the disease likely caused an infection. The infection then spread to the blood and from there to vital organs in his body, including his brain, reaching a life-threatening condition,” the report said. But even after his condition was defined as life-threatening, the Israel Prison Service refused to remove his restraints. After his parents petitioned the High Court of Justice to allow them to stay by his side, their entry into Israel was arranged a week after his hospitalization ended.

• An Israeli soldier on leave shot a 9-year-old Palestinian boy in the back yesterday near the village of al-Mughayyir, near Ramallah. The soldier, who also lives in a settlement, was questioned and then released to detention at his base under restrictive conditions. Palestinian children, incidentally, who are accused of far lesser offenses, are detained until the end of proceedings.

• Thirteen days have already passed since an autistic minor was arrested in Ramallah while attending a family event. He has since been held at the Russian Compound in Jerusalem. According to reports, he was beaten and thrown to the floor, sleeps on a concrete floor without a mattress or warm clothes, and has been subjected to abuse by other detainees. No child should go through such abuse – and certainly not a child with special needs. As a society, it is our duty to ensure that every child receives humane and safe treatment, even when they are in the law-enforcement system. We call for his immediate release, or at the very least for him to be transferred to an alternative appropriate for minors, and for an urgent hearing in his case to be convened. • It is time to free all the children Palestinian minors, some as young as 13 and 14, are currently held in Israeli prisons and detention facilities. They are often arrested and interrogated without a parent or lawyer present, and are held in harsh conditions – without trial, for months and sometimes years. The systematic incarceration of minors is prohibited under international law and constitutes a direct violation of the basic principle of protecting children, even during conflict.
