• For nearly three years, Rajaa Samour’s family was left completely in the dark, with no official notification of his death in custody under unclear circumstances and no clue as to his fate. Only following a High Court petition filed by Gisha was the state forced to reveal the outrageous reality: a chain of failures including an error in identifying the body and an entirely mistaken initial classification as an “unlawful combatant.” Despite admitting to all these failures, and despite his identity being verified in August, the state continued to hold Samour’s body—he had worked in Israel legally with a permit before being arrested through no fault of his own—for many more months, until its belated return for burial on Thursday.
