For a long and harrowing period, we all stood beside the families in their most difficult moments—as they waited, struggled and did not know what would become of their loved ones. Even today, they continue to deal with the consequences of what they went through, with new questions and with the need for a response that recognizes their unique situation—in rights, support and the path to recovery. Recognition is not merely recognition of what happened. It is the understanding that the struggle continues even now, and that there is a public responsibility to provide families with the tools and response they need to rebuild their lives.
